OverviewThe Earth and Biological Sciences Directorate (EBSD)
leads novel and necessary research in three core areas: Atmospheric
and Climate Sciences, Biological Sciences, and Environmental
Molecular Sciences. The contributions of EBSD staff are many as we
continue to elevate the impact of PNNL's science mission: to
understand, predict, and control the complex adaptive systems
underlying the science behind Earth, energy, and
security.ResponsibilitiesThis is an on-site position in the
Environmental Molecular Sciences Division of the Earth & Biological
Sciences Directorate. This Project Manager will be part of the User
Program Services (UPS) team in the Management & Operations Group
supporting the Environmental and Molecular Sciences Laboratory
(EMSL) User Program. EMSL is a Department of Energy, Office of
Science, User Facility sponsored by the Biological and
Environmental Research (BER) program. At EMSL, our scientists focus
on fundamental biological and environmental research. We
collaborate on projects with researchers from academia, other
government laboratories, and industry.The UPS team is responsible
for providing world-class customer service that enables access to
EMSL's capabilities and research staff. The UPS team is responsible
for the execution of the User Program Services strategy, including
clear and transparent proposal calls and peer review; timely
decision notifications to the researchers; accurate and responsive
data collection and reporting through a suite of software tools;
efficient and seamless project management of the approved user
project. The UPS team also serves a critical support function in
establishing and growing the EMSL User Program's external network
of scientific partners. This position will represent EMSL to
external researchers and other stakeholders as well as EMSL/PNNL
staff. The successful candidate will be a great communicator,
thrive in a fast-paced environment, be flexible with change and
comfortable being a champion for process improvement.The project
manager for User Program Services will be responsible for:
- Coordinating and executing of assigned User projects ensuring
consistency with organizational strategy, commitments, procedures,
and goals.
- Understanding of the work scope executed by the team and
monitoring changes to ensure work being conducted is appropriate
and authorized.
- Overseeing efficient and seamless interactions between the PI
and the science and technology expertise in EMSL.
- Effectively managing a portfolio valued at -$5M annual
value.
- Managing resources needed for execution of User projects.
- Managing proposal call process.
- Serving as a role model for quality, safety, and security
performance.
- Planning and overseeing integrated research platform budgets
efficiently for continuity of operations.
- Managing the activities and services that govern access to
EMSL.
- Leading and assisting with other ad hoc activities assigned to
the UPS team.QualificationsMinimum Qualifications:
- BS/BA and 5+ years of relevant project management experience
-OR-
- MS/MA or higher and 3+ years of relevant project management
experiencePreferred Qualifications:
- Degree in relevant area of science (biology, chemistry,
environmental science, etc.).
- PMP certification or demonstrated equivalent (knowledge
competency criteria).
- Proven track record of successful teamwork and collaboration in
a fast paced environment.
- Initiative and proactive approach to tracking multiple
activities during the year.
- Excellent oral and written communication skills.Hazardous
